Haryana RERA says a fully paid buyer cannot be stopped from transferring a property because the promoter delayed the conveyance deed

The Haryana Real Estate Regulatory Authority held that a buyer who has paid in full and taken possession cannot be blocked from selling or transferring the property just because the promoter has not executed the conveyance deed. The promoter, Apex Build-well, was ordered to pay 11 percent interest on the Rs 27 lakh paid for a commercial shop in Sector 37C, Gurugram, along with compensation and litigation costs.
